There are also fire hair and fiery tail/tail of fire

I believe they are not supposed to mean the same thing, with “fiery X” being for normal hair with a resemblance to fire (like Spitfire’s), while “X of fire” is for actual fire taking the place of hair (like Daybreaker or Rapidash Twilight). But, that meaning seems to have been lost.

Before a merge is done, a few should be untagged, like >>2898120 and >>2225632

That’s actually a good explanation, now I can see the reason to have these tags differentiated. I’ll try to clarify them.
