Well, assuming that she’s living there just for college is a reasonable assumption to make, in my opinion. That’s overwhelmingly how college students live.
 
I always assumed it was a dorm, given the size of it. Obviously, if it is a dorm, that strip would have been set just after graduation.
 
But even if it’s an apartment, the problems would be the same. Most apartments near colleges charge a premium in rent, and only rent out to college students. So the strip would still be set just after graduation.

Actually, Apogee was conceived AFTER Delta and Jet graduated Colldge.
