Do you think that if anyone uses a really obvious disguise in most cartoons and it still fools the enemy, are they that stupid or are they really good disguises and the poor part was just for audience sake?

I think it depends on the cartoon.
For TMNT, the disguises work in-universe, but not for the audience.
In Adventures of Sonic, the bad guys are just really stupid.
In Scooby Doo it’s intended to just be a gag.
