I'm sure they tried, but rampancy doesn't work like that. Rampancy is when an AI undergoes an existential crisis; they finally "understand" that they aren't real and will never be. The 7 year limit was enacted as that was the average safe time before AI get "smart" enough to engage in prolonged naval gazing.
Memory wipes would help in theory, but at the same time might force the AI to confront the reality of its own being that much sooner, if not cause unpredictable timeframes on when they start to reach rampancy later on. And hard limit memory sizes is the difference between a programable VI and a learning AI.
