Because the Windigos had abnormal weather magic they probably couldn't counter. Normal unicorn magic couldn't deal with it, and it was stated in the last two-parter to be "enchanted wind." (which means jury's out on if multiple counts of alicorn level magic could actually deal with Windigos)
It could've very well looked"[a lot like this":](https://youtu.be/RJ50zOLMh2E?t=28) where _*Rainbow Dash_* faltered against it much, _*much_* faster than Celestia and Luna did; any attempt to control it would just end in failure, and that's before you consider that that wintery sweatoherm _*wasn't_* created by Windigos as far as we know. (This also means that the Everfree Forest _*isn't_* the only area in which there's "unnatural" non-pony made weather)
