It's already aliased to "cone of shame", so you can use these terms interchangeably in your searches and filters. And "Elizabethan collar" is the proper name for this device; see Wikipedia for example.

But there is a problem: apparently people are tagging ruffs (the actual fancy collar-like things from Elizabethan times) [Elizabethan collar](/tags/elizabethan+collar). Just on the first page I can see two examples of that (fixed already). I'd say the description of the tag needs to mention that ruffs are to be tagged [ruff (clothing)](/tags/ruff+%2528clothing%2529). It could also describe the rationale for naming the tag the way it's named, because it's not the first time people are bringing it up.
