It's not just the fact that she never flew, but that after "Flight to the Finish" (which intentionally left it open as to whether she'sd eventually fly) we had multiple scenes of her wishing she could fly and never the briefest mention of her getting any help there (you would _*think_* Rainbow Dash would have been taking care of that, but there was never any indication of her actually doing so).
Plus there were numerous examples of technology (hang glider, prosthetic wing, and more) that could have helped her fly if there turned out to be no hope of her doing so naturally, but never the briefest discussion of her actually using any of them.
The whole shebang made her situation feel even_*more_* tragic than if she'd been properly diagnosed in-universe and gotten a hang glider or something.
