My headcanon is that Cozy is actually an adult in a kid's body, just like Baby Doll, the villain in Batman: The Animated Series. And the funny thing is, she IS based off of Baby Doll! Hehe! But in the show itself, we never know for sure why she is so intelligent and cunning! We also never knew why she is evil too. Still, she is a fun villain to watch! :D
