So? Not every summer camp is all that expensive.

If flight camp was pricey, then that kinda makes it less likely that she went to flight school. Her parents see how much Fluttershy dislikes the camp, so they’d have less reason to put her into that school.

Typically “camps” are extra, beyond “normal” schooling. So even if regular public schools are free, it’s unlikely that a summer flight camp would be.
