Every member of the Mane 6 has had friends and relatives pop out of the woodwork pretty much at random. Applejack in particular has been explicitly shown to have a ludicrously big extended family. And given the premise of the show, it’s implausible that a non-antagonist character would manage to avoid befriending at least one of the major characters.
It’s implausible if they’ve ever been to Ponyville that they aren’t friends with Pinkie Pie, at least.

No it isn’t. If you want a character to have a story role, give it a story role. Instead of competing with the main cast, don’t treat them like the main cast. A fan-made OC has to establish itself with its own narrative (or gimmick) to tie it in to the world of FiM (or the fanbase).
Furthermore, saying a character is story-worthy is putting the cart before the horse. You can work a story around just about any character, but you can’t work a character into just any story - and FiM is pretty much the story of the mane six. This is not to say that an OC cannot fit into their story, but if it’s stealing the show, then you’re effectively changing the world of FiM because it is no longer the story of just the mane six.
This is why many OCs tend to emerge as side stories with limited impact on the main cast.
The genuinely creative folks have already made several OCs regardless of how well or poorly they have been received. They will continue to make more. Yes, the 4chan crowd will pillory most OCs with little provocation - others have already gone into why. But if you really want an OC to catch on, it must be able to answer the question of, “Why should I care about this thing?”.
The background ponies sometimes do things on screen to earn themselves a story role, but fan ideas that would give them a story role or a plausible place in fanon (or new pairings for shipping) have sometimes failed to answer that same question and those ideas have thus been forgotten or overtaken by more effective concepts and narratives.
As for fanart, background ponies may have the advantages of a good/interesting design and the legitimacy of having appeared on the show, but without a solid supporting narrative (or gimmick) that catches on, they’ll get overlooked - or even confused for OCs themselves by newer fans.

Focusing on inventing unsupportable personas for space-filler extras and attacking anything original is brilliant? Really? Half the reason the so-called “typical” OC is so bland is because the genuinely creative folks don’t want to face a fandom that will inevitably rip them a new one for DARING to draw something that hasn’t shown up onscreen.
