The toy is called Twinkling Balloon because it works as a lamp. You put batteries in it and it lights up. In the show it probably doesn’t have a name.

A toy commercial called it her Twinkling Balloon. I don’t recall the show calling it by name, but that just means that it hasn’t contradicted the toy name.

I made a .gif once
I’ve seen it referred to as the “Twinkling Balloon”, at least by TVTropes. Makes sense, since Twilight’s symbol/element is on it.
