I see Fluttershy as a much more graceful flier; Dash has power without as fine control.

Somehow… I have the strangest idea that Fluttershy could beat Dash in flying but her lack of self-esteem and/or assertiveness plus her timidness and well… shyness basically negates her from ever pushing herself to her limits.
