Not 100 percent true, when it comes to her design, when portraying her in an alternate form (like humanized here). To me, the barefeet fit her, because they fit with the more overall “feral” vibe she has going compared to Celestia (a vibe the Changelings have as a whole compared to ponies). The feral yet regal tone is also reflected (imo) in the way her attire is drawn.
However, this is also still just my personal interpretation/outlook, so everyone is free to disagree.
