Because he’s insane. I cannot tell whether he’s an alien or a demon from Hell, but I highly doubt he’s the ambomination that embodies pain and suffering. To fluffies, he’s a motherfucking nightmare. To me, he’s a motherfucking coward, a spineless bully that enjoys the suffering of the weak, especially a species of mentally disabled animals that act like small children, do not know the consequences of their own actions, cannot control how they dispose of their waste and especially the fact he knows that they’re extremely weak and fragile, more weaker than him and he knows that they will never be able to stand up to up him and fight back against him no matter how hard they try, which makes him sadistically enjoy it more when he’s feeding on one of the fluffies’ carcasses for dinner right in front of the other fluffies or strapping of fluffy to a table, gagging the fluffy with a strip of duct tape, prying its eyes open and forcing it to watch his snuff films of other fluffies while sadistically jacking off to the fluffy shitting and pissing itself while listening to the muffled crying, shouting, screaming and pleas from the gagged and imprisoned fluffy. He is truly one sick fuck and unfortunately, people love this twisted, sadistic and utterly sick motherfucking degenerate.  
To me, the reason he doesn’t go after humans, like teenagers and young adults, is because while he’s stronger than a fluffy and can easily kill one using his bare hands, I believe he’s weaker than humans and is to cowardly to go up against a human because a human would win. He’d may stand a chance against infants, toddlers, small kids, pre-teens and senior citizens (maybe), but I’m pretty sure he wouldn’t last a minute against an actual adult human, and he wouldn’t last long against a teenager (I’m pretty sure the person who created this character is a teenage boy who wanted to hurt actual, real-life animals, but couldn’t because he would go to jail, so instead made up this jackass dedicated to make fluffy ponies lives a living Hell.) or a young adult, even though he’s the bastard love child of Freddy Krueger, The Joker (Heath Ledger version), Pinhead, Bois the Animal, Dr. Richard Benjamin Vannacutt, Satan and Jason Voorhees.

So… what exactly is the deal with the Ring Master? He seems to be some sort of eldritch abomination that embodies pain and suffering, but if that’s the case why is he limiting himself to fluffies?
 
It seems like he should be horrifically murdering some teenagers in the woods or near a lake or something.
