In an ideal world where we could afford enough hardware to run dupe checks fast enough to be at the point of upload without negatively affecting upload flow, yes. Sadly, that is far from being the case.
Typically, that happens upon uploading. Though it should happen if we’re notified of suspected duplication after the fact.
Oh, I see. But shouldn’t we (the uploader) be notified if we are accused of duplicating another person’s piece?

We actually check images before merging them… if the image is a duplicate, we merge; otherwise
weI yell at people to get their eyes checked.RIG is a person on this site who goes around marking any picture that has some kind of similarity to another already uploaded as a duplicate. After that point it will be gone in a matter of minutes. It’s a tragedy. :(
