I think he is a more complex character then most other antagonists on the show. He didn’t appear to be coerced into working for flim and flam, and also seems to genuinely want to masquerade as something he’s not. Something he apparently didn’t stop doing after he left Flim and flam as evidenced by scene with him and the rainbow in the last episode.
 
And yet he is apparently reformed and doesn’t want to gain by exploiting other ponies.
 
What kind of a place is there for an honest conman in a society like ponyville?
 
Also, he’s really cute.

To be fair, Seabreeze is tiny; angry; & belongs to a species introduced in his debut episode of which he’s the only one the audience can understand.  
He also has some sort of undefinable & ridiculous accent.

Here’s a guy no one really remembers. Even Seabreeze is more remembered.
