Why do people say Rarity has not had character development?

Well she certainly lacks an arc (most of the characters do but even they are considered developed), she more than any other character actually displays having learned her lessons.  
First is the fact that she rarely repeats a flaw.
 
Now let’s look at this shit.
 
LBYS- leads her to having a better relationship with AJ and more comfortable getting dirty (IAT, SS, SW, TY)
 
Suited - dunno about this one.
 
SR- Better at dealing with attention, still enjoying it but remaining grounded (Becoming Popular has her enjoying attention but still remains a gracious guest and has her generously support various things the Elites do not)
 
Green - becomes less pushy with Fluttershy when told no(Filli vanilli) but still wants to push her outside her shell
 
Sisterhooves - better relationship with Sweetie Belle (Sweetie Toils and even Sleepless)
 
S&E - more progress with her life goals and becomes more cognizant of High Society’s faults (her micro, the former is a general trend)  
As well as better appreciation for friends and community (also a general theme in S4 as she is more affectionate with her friends but it lacks one crystallized point)
 
SoME- Better relationship with Spike (DQ and other smaller episodes)
 
All that I can think of. Most of it is capitalized in Season 4.  
Very nearly every episode has a payoff.
 
None of this bullshit “oh she is less X now so development!”

You’re starting to try too hard, you know. That question has been asked many times. By you. Everything you can say about Rarity has already been said many times. By you.
 
If you want to promote Rarity that badly, do it to the people who say Rarity has no character developments. There’s no such people here, so you’re really just wasting your time.

I just saw the ending and I think it was awesome whit all that twilight fight, it’s the only time we saw Twy using deadly magic on the show and the ponies that got caught by tirek just lie there on the ground whit white eyes… that’s cool.  
I’m not sure where is Twy castle on (?) didn’t look like it was the same spot as the library.  
we got a map !  
and discord is proven to be an idiot for once, overall I liked the episode but I didn’t like the rainbow power form, it sucked bad.

(Well we didn’t actually get any more of it on the show.  
A lot of people speculated it may become a plot point later but it never happened!)
 
Watching “Rarity takes Manehatten” for the first time:  
If “Hinny of the Hills” is completely sold out, then why are Ry & her friends are the only audience and all the other seats empty? xD

Also, given how much fanart they got from the fans, I’d have assumed Coco & Suri to play a bigger role.
 
Suri did not even appear for the finale (she wronged Rares twice and then she just…did not appear again) and Coco did not even do anything until the finale. I’d have thought that Coco would stand up to Suri in an amazing showdown with all three (3rd is Ry) present…it’d have made for a more satisfying ending.
