Hmm, wonderful edge case. I think there might need to be a slight rethinking of the Safe/Suggestive/Questionable divide to deal with this stuff more properly, but for now, leave Safe.

I looked through the image briefly, and saw nothing to warrant the ‘explicit’ rating. Did I miss something, or can I go ahead and dial it down to ‘suggestive’?

Yup see-through clothing nipples are still questionable if there’s enough level of detail which seems to be the case in here.
 
The rating guideline is quite clear now. I understand sometimes it may seem a bit excessive but that’s something the artist should have in mind when adding such details to their art.

Also, I honestly don’t think it’s excessive, at least not when the artist is just as excessive when it comes to showing off nipples under clothing.

I’m uncertain if the bra is see-through or if it’s just outlines.

The shading evokes a clearly cleft shape. Even the profile has a dent. The fabric’s not outright creased because of the seam but I’d argue it’s still a cameltoe. Also wow those some thin arms.
